Delivering growth without gridlock - our local transport plan
Our local transport plan tells you how we will work towards our transport vision over the coming years. Local Transport Plan 4: Delivering Growth without Gridlock (2016 to 2031) brings together our transport policies, looking at local schemes and issues as well as those at a countywide and national significance.
This plan builds on the success of the previous Local Transport Plan 3 (2011-2016) (PDF, 2.4 MB) and incorporates the strategic priorities from Growth without Gridlock (2010) (PDF, 2.7 MB), our transport delivery plan.
The Local Transport Plan is a critical tool in assisting us to attract investment from central government and other organisations for transport schemes.

We are currently consulting on a new Local Transport Plan called ‘Striking the Balance’. This will be our fifth Local Transport Plan and we would like your views about the proposals. Read the draft plan and its supporting assessments and complete our questionnaire.
Once we have completed our new Local Transport Plan it will replace Local Transport Plan 4: Delivering Growth without Gridlock (2016 to 2031) and all documents shown on this page.
