SEND Ofsted and CQC 2019 inspection

Ofsted and the Care Quality Commission (CQC) conducted a joint inspection of Kent between 28th January 2019 and 1 February 2019 to judge the effectiveness of the area in implementing the disability and special educational needs reforms as set out in the Children and Families Act 2014.

The inspection identified a number of areas of significant weakness. These were set out in a letter which was published on the Ofsted website on 29 March 2019.

As local leaders from education, health and social care we were disappointed with this outcome but accept that we hadn’t progressed as quickly and effectively in meeting the expectations of the Children and Families Act 2014, as we should have. However, we are committed to working in partnership to make the necessary improvements for children and young people with SEND and their families.

As a result of the inspection the local area was required to develop a Written Statement of Action to show how we will make these improvements. This has now been completed and approved by Ofsted and CQC as set out in their letter shown below.

All key partners involved in offering services to children with special educational needs are committed to making the improvements required and to ensure that there are sufficient resources available to do this. We are equally determined to change the way we work with families, moving rapidly to a position of greater openness, engagement and where appropriate, genuine co-production. We hope that with your help we can move on quickly, putting the weaknesses behind us and creating a service and offer for children, young people and their families that all can be proud of.

Matt Dunkley CBE (Corporate Director Children, Young People and Education) and Glenn Douglas, Chief Executive of NHS South East.
