About penalty charge notices
Your district council issues penalty charge notices (PCN) for parking and waiting violations.
We issue PCNs for moving traffic violations in specific locations like bus gates, bus lanes, and yellow box junctions where cameras are in use.
If the PCN starts with KN, we have issued it. If the PCN does not start with KN, contact the district council where it was issued.
Warning period
For any new camera enforcement at a restriction, there will be a 6-month warning period at that site. During the 6 month warning notice period, you will be warned for your first contravention at each location. If the offence is committed again in the 6-month warning period, you may get a PCN (penalty charge notice).
Penalty charge notices (PCN)
If the evidence suggests a violation, we will request the registered keeper's details from the DVLA. We will serve a PCN to the registered keeper by first class post. The PCN is served to the vehicle's registered keeper on the second working day after it is posted.
The amount due, deadlines for payment and appeal options available will be clearly advised on the notice.

All issued PCNs will contain the following information:
- PCN number – quote this on all correspondence.
- Vehicle details – check that the vehicle registration is correct. Information on the vehicle make and model is not mandatory but will usually appear for clarification.
- Contravention details – this will contain details of the nature of the alleged contravention, the description, the location and the date and time.
- Full amount and discounted value of the PCN – you must ensure that we receive payment within 21 days to qualify for the reduced charge.
- How to pay – when making payment please follow the instructions on the PCN.
Details will be given on the PCN to indicate how to make a representation against the alleged contravention.
A PCN for Moving Traffic Contraventions will be served by post to the registered keeper of the vehicle that commits a Moving Traffic Offence.

Challenge a PCN
If you dispute the PCN then you will need to make a formal representation within 28 days from the date the postal PCN was deemed served.
